When you need an approved template on WhatsApp
On the WhatsApp Business Platform (the API, not the free WhatsApp Business app), you can reply freely to a customer for 24 hours after their last message to you. Meta calls this the customer service window. To start a conversation yourself, or to message someone after that window has closed, you must use a message template that Meta has approved. Fee reminders, order updates, appointment confirmations, OTPs and offers all go out as templates.
This guide is for whoever drafts those templates: an office manager, a marketing executive or a developer. It covers choosing the category, writing variables, the usual rejection reasons, collecting opt-in, and protecting your quality rating once templates are live. Meta's WhatsApp Business Platform documentation is the final word wherever its rules differ from this summary.
Marketing, utility or authentication: choosing the category
Every template is submitted under one of three categories. The category affects how the template is reviewed, how it is charged and how customers react to it, so choose it by what the message actually does, not by what you would like it to cost.
| Category | Use it for | Example | Watch out for |
|---|---|---|---|
| Marketing | Offers, announcements, new products, admissions campaigns, invitations to come back | Weekend offer on school shoes, new batch starting | Customers can opt out or block you; frequent marketing sends affect your quality rating most |
| Utility | Updates about a purchase, booking or service the customer has already started or agreed to | Order shipped, fee receipt, appointment confirmed, payment due | No promotional lines; an offer inside a utility template can lead Meta to treat it as marketing |
| Authentication | One-time passcodes for login, sign-up or account recovery | Your verification code is 482913 | Meta fixes most of the wording; you cannot add links, offers or extra text |
Meta checks the category during review and may change it if the content does not fit. After approval, look at the category shown in WhatsApp Manager rather than assuming it is the one you selected. Meta's rules on re-categorisation have been revised in recent years, so read the current guidance before relying on any older advice, including advice from your provider.
What a template is made of
A template has up to four parts. Only the body is required; the others are optional and should be used only when they help the customer act.
- Header: a short line of text or a media item such as an image, video or document (for example, an invoice PDF).
- Body: the main message, with variables written as numbered placeholders such as {{1}} and {{2}} that your software fills in at the time of sending.
- Footer: a short line at the bottom, often the business or department name.
- Buttons: quick-reply buttons (such as "Already paid" or "Reschedule") or call-to-action buttons that open a website or dial a number.
Here is an illustrative utility template for a school fee reminder:
Body: Dear {{1}}, the fee of Rs {{2}} for {{3}} is due on {{4}}. You can pay at the school office or online. Please ignore this message if you have already paid. Footer: Accounts office, [school name]. Button: Pay online.
When submitting, you give a sample value for each variable, for example "Mrs Sharma", "4,500", "Aarav, Class 6 B" and "10 November". The reviewer reads the template with those samples filled in, so realistic samples make the purpose obvious.
Writing variables that pass review
Variables are where most technically minded teams go wrong, because what is convenient for the software is not what a reviewer wants to see.
- Use realistic sample values: samples like "test" or "xyz" make it impossible for the reviewer to judge what the customer will receive.
- Surround variables with fixed text: a template that is mostly variables, or that starts or ends with one, looks like a way to send any message at all, and Meta's guidance has discouraged this.
- Do not place two variables side by side: "Dear {{1}} {{2}}" is better as one variable for the full name, or with fixed words between the two.
- Number variables in sequence: {{1}}, {{2}}, {{3}}, with no gaps or repeats. Broken or mismatched braces are a common formatting rejection.
- Keep each variable to what it was meant for: a variable described as a student's name should not be used later to insert a paragraph of offer text.
Why templates get rejected, and the fix for each
WhatsApp Manager usually shows a reason when it rejects a template. These are the causes that come up most often, with the change that normally resolves them.
- Offer wording in a utility template: move the promotional line into a separate marketing template.
- Unclear purpose: text such as "Important update, click here" gives no business context. Say who you are and what the update is about.
- Policy problems: goods or services restricted under WhatsApp's commerce and business policies, or wording that threatens, harasses or shames the customer, such as aggressive recovery messages.
- Asking for sensitive data: requests for full card numbers, passwords or similar details in chat.
- Formatting errors: broken variable syntax, spelling mistakes, long runs of capital letters or a string of emojis.
- Duplicate wording: a new template whose text is the same as one you already have.
- Suspicious links: shortened URLs or domains that do not match your business.
Polite wording matters after approval too. A customer who feels shamed by a payment reminder is more likely to block your number, and blocks count against your quality rating.
Collecting opt-in before the first message
WhatsApp's business messaging policy requires you to have a customer's opt-in before you send them business-initiated messages, and the opt-in should make clear that they are agreeing to hear from your business on WhatsApp. Meta's policy pages are linked from WhatsApp Business. Practical places to collect it:
- Admission, registration or account forms: a tick box next to the mobile number reading, for example, "Send me fee and exam updates on WhatsApp".
- Website checkout: a clear option to receive order updates on WhatsApp.
- The customer messaging you first: through a QR code at the counter or a click-to-WhatsApp ad. Our guide to lead generation ads on Facebook and Instagram covers the ad side.
- At the counter: staff ask the customer and record the answer in your billing or ERP software.
Record the date, the source and the number for each opt-in, and make opting out easy, for example with a "Stop offers" quick-reply button that removes the person from marketing lists. Treat permission for utility updates and permission for offers as separate: a parent who wants fee receipts has not necessarily asked for admission campaigns.
After approval: quality rating, paused templates and sending limits
Approval is not the end of review. Meta watches how customers respond to your messages. Your business phone number has a quality rating, shown in WhatsApp Manager, and individual templates are rated too. Blocks, reports and low engagement pull ratings down. A template with poor quality can be paused or disabled, and a low rating on the number can limit how many customers you may message in a day. The current tiers and rules are in Meta's documentation; they are not repeated here because Meta adjusts them.
- Check quality in WhatsApp Manager every week, and after every marketing send.
- Send marketing templates to a filtered list, such as customers of one branch or parents of one class, rather than your whole database.
- Space out marketing messages so customers do not receive several in a short span.
- If a template is paused, review its wording and the list it was sent to before resuming it.
Pricing and policy changes worth tracking
Meta changes WhatsApp pricing and policy more often than most businesses expect. Pricing has moved from a per-conversation model to charging for each template message, with rates that depend on category and the recipient's country. Meta has also introduced limits on how many marketing messages a person receives from businesses, so a marketing template may not be delivered to every opted-in customer. We do not quote rates or limits in this article. Check Meta's current pages before you budget, and ask your provider to tell you when a change affects your templates.
How MATROP helps with WhatsApp templates
MATROP PRIVATE LIMITED sets up the WhatsApp Business API for businesses: moving from a normal WhatsApp number to the official API with the right display name, preparing templates for offers, alerts and reminders, and helping set up the approvals. The decision itself is Meta's, so no provider can promise approval. What we can do is draft templates with the correct category, clean variables and realistic samples. We also build chatbot and menu flows with handover to a staff member, and connect the API to your website, ERP or CRM through webhooks.
WhatsApp is not always the first step. If many of your customers use basic phones, start with bulk SMS for alerts and OTPs and add WhatsApp later. If you message only a few customers a day by hand, the free WhatsApp Business app may be enough for now. When you are ready, our Ranchi team can review your templates on 9430106005 or through the contact page.
Questions people ask
How long does Meta take to review a WhatsApp template?
Review time varies, and many templates are checked automatically, but there is no fixed promise. Submit templates well before the day you need them and check their status in WhatsApp Manager.
Can we edit a template after it has been approved?
Meta allows edits to approved templates within limits it sets, and an edited template goes through review again. For a large change in purpose or wording, submitting a new template is usually cleaner.
Do Hindi and English versions of a template need separate approval?
Yes. Each language is added as its own version of the template and is reviewed separately, so write each one naturally rather than as a word-for-word translation.
What can we do if we think a rejection is wrong?
First read the reason shown in WhatsApp Manager and fix the wording if you can. Meta also provides a way to request a fresh review; the current steps are in the WhatsApp Business Platform documentation.
