Facebook, Instagram and YouTube ads for lead gen

8 Oct 2026 Updated 12 Oct 2026 11 min read

What a lead campaign on Facebook and Instagram involves

A lead campaign on Facebook and Instagram has four parts: a clear offer, the right campaign objective in Meta Ads Manager, a place where the person leaves their details (a form, a WhatsApp chat or your website), and someone who contacts them quickly. If any one of these is missing, you pay for clicks and get very few customers.

This guide is for owners and managers of coaching institutes, clinics, property projects, service businesses and shops who want enquiries from paid social ads rather than likes, whether they run a first campaign themselves or check someone else's work. Regular unpaid posting is covered in our monthly social media plan.

Have these ready before you spend anything

  • An offer worth responding to: a free demo class, a consultation slot, a site visit, a price list on WhatsApp or a seasonal package. "Contact us for details" is not an offer.
  • A service area: the localities, towns or pin codes you can actually serve.
  • Accounts in your own name: the Facebook Page, the Instagram professional account and the ad account should belong to the business, with the owner as an admin, even if an agency runs the ads.
  • A payment method for ad spend in the business's name. Ad spend is paid to Meta and is separate from any agency fee.
  • A privacy policy page on your website, because Meta's lead forms ask for a link to one.
  • A named person who will call or message every lead, and the hours when they will do it.

Choosing the campaign objective

The first choice when you create a campaign in Ads Manager is the objective. It tells Meta what result you want, and Meta then shows the ad to people it predicts are likely to take that action. Pick the objective that matches what you actually want: a campaign set up for video views will find people who watch videos, not people who fill in forms.

Meta's current objectives include options such as Awareness, Traffic, Engagement, Leads and Sales. For enquiries, the Leads objective is usually the starting point, and within it you choose where the conversion happens: an instant form, a messaging app, a phone call or your website. Names and options do change, so confirm the current choices in the Meta Business Help Centre.

Matching the objective to what you want
What you wantObjective to start withComment
Phone numbers of interested peopleLeads, with an instant formQuickest to set up; needs fast follow-up and a qualifying question
Conversations on WhatsApp or MessengerLeads or Engagement, with a messaging destinationSuits businesses that already sell through chat; someone must reply quickly
Enquiries through your own website formLeads or Sales, with website conversion trackingNeeds the Meta pixel or similar tracking set up on the site
People in town to know about a new branch or eventAwarenessJudge it on reach, not on enquiries
Visitors to read a pageTrafficClicks can be cheap, but many visitors leave without enquiring

The Boost button under a post is a shortcut. It is useful for pushing an announcement to more people, but it offers fewer controls than a full campaign, so it is not the best tool for collecting and qualifying leads.

Lead form, WhatsApp chat or landing page: where the enquiry lands

Where people end up after tapping the ad affects how many enquiries you get and how serious they are. There is no single right answer; it depends on how you sell today.

Getting better leads from instant forms

Add one or two questions that a casual person would not bother with but a real customer would answer easily: which class the student is in, which locality the service is needed in, or a preferred visit date. Meta also offers a form type built for higher intent, which adds a review step before submission and usually brings fewer but more deliberate leads. Otherwise keep the form short, and say clearly what happens next, for example "Our counsellor will call you between 10 am and 7 pm".

If you send people to your website instead, the page must load quickly on a phone and show the call and WhatsApp buttons without scrolling. Our guide on mobile-first websites for local leads covers the details.

Setting an audience: local, sensible and not over-narrowed

For most local businesses, location is the most important setting. Mark the area around your shop or branch that you can realistically serve, or select specific towns and pin codes. A coaching centre on one side of a city may not want students from the far side who will not travel every day.

  • Location: target where your customers live or work, and check whether the setting means people who live there or people who were recently in the area.
  • Age and gender: narrow these only when the offer genuinely requires it, such as a course with an age limit.
  • Interests: avoid stacking many narrow interests. Meta's delivery system increasingly finds suitable people within a broader audience, guided by your ad's content.
  • Language: if the ad is in Hindi, make sure the people you are reaching read Hindi, and keep the form or landing page in the same language.
  • Retargeting: people who watched your videos, engaged with your page or visited your website can be shown a follow-up ad. This tends to help with considered decisions such as admissions or property.

If you upload a customer phone list to build an audience, make sure you have the right to use that data for advertising. Meta's terms and India's data protection law both apply, so check before uploading.

Testing a budget without guessing

There is no correct budget figure that fits every business, and anyone who promises a fixed number of leads for a fixed amount is guessing. Work out instead what a lead is worth to you, then test against that.

  1. Estimate what one new customer is worth to you in margin, not in sales value, on the first purchase or over the first year.
  2. Check your own records for roughly how many enquiries become customers. If one enquiry in five usually becomes a customer, a lead is worth about a fifth of a customer's margin.
  3. That figure is the most you can afford to pay per lead. A test is working if the real cost per lead, after you discount the junk leads, stays comfortably below it.
  4. Start with a daily budget you would be comfortable spending as a learning cost, even if no customer comes from the test.
  5. Let the campaign run for several days without major edits. Meta describes a learning phase while the system works out who responds, and frequent changes restart it.
  6. Test one change at a time: two different videos or images to the same audience, or the same ad in two different areas.
  7. Increase the budget gradually on what works, and pause what does not after a fair trial.

Always read cost per lead together with lead quality. A campaign full of cheap leads that never pick up the phone can cost more per customer than one with fewer, better leads. Our guide to social media metrics that matter shows how to track the full path from lead to sale.

Meta ad policies that commonly trip up small businesses

Meta reviews ads against its advertising standards, and rejected ads cost you time. Repeated violations can also restrict an ad account. The areas below deserve care; the full and current rules are in the Meta Business Help Centre.

  • Personal attributes: ad text should not assert or imply something about the viewer's health, finances, religion or other personal characteristics. "Struggling with diabetes?" is a typical problem phrase; "Diabetes check-up packages at our clinic" says the same thing more safely.
  • Health, weight and beauty claims: before-and-after images and promised results are restricted. Clinics, gyms and salons should describe the service, not guarantee an outcome.
  • Guarantees and exaggeration: phrases such as "guaranteed selection" or "100% placement" can get an ad rejected and can mislead customers.
  • Special ad categories: ads about jobs, housing, credit, and social or political issues may need to be declared as a special category, which limits targeting. Recruitment and property advertisers should check this first.
  • Lead forms: the form must make clear who is collecting the details and link to your privacy policy, and you should use the details only for the purpose you stated.

If an ad is rejected and you believe it follows the rules, you can request a review in Ads Manager. If the problem is obvious, edit the wording first.

Follow up within minutes, not days

When paid leads "do not work", slow follow-up is often the reason. Someone who filled a form during lunch may have forgotten by evening, or filled forms for two other businesses as well. Plan the follow-up before the ad goes live.

  • Notifications: make sure new leads reach a phone that someone checks, through Meta Business Suite notifications, a connected spreadsheet or a CRM.
  • First contact: call during working hours as soon as you can; if there is no answer, send a WhatsApp message or SMS introducing yourself and the offer they asked about.
  • Script: a short call script covering who you are, why you are calling, two qualifying questions and the next step, such as a visit, a demo or a quote.
  • Outcome: for every lead, record whether they were contacted, whether they were interested, whether an appointment was fixed and whether they became a customer. Without this you cannot tell a good campaign from a bad one.
  • Junk leads: wrong numbers and casual sign-ups happen. Count them, and tighten the form questions if their share keeps growing.

YouTube ads, briefly

YouTube ads are created in Google Ads, not in Meta Ads Manager. They are strongest for showing a video to people in your area, or for reminding people who have already watched your videos or visited your website. For a small business chasing enquiries, they usually make more sense once social lead ads are working and you have a video that explains your offer well.

If people already search Google for what you sell, search ads may bring more ready-to-buy enquiries than any social ad. Our comparison of SEO and Google Ads for SMEs helps you decide where search fits.

How MATROP runs social ads, and when to hold off

MATROP PRIVATE LIMITED manages Facebook, Instagram and YouTube ads as part of its social media marketing service: targeting, creatives, video ads, A/B testing, retargeting and budget control, with WhatsApp leads, form leads or landing-page leads set up with tracking guidance. You pay the ad budget directly to the platform, and the monthly report covers reach, engagement, leads, cost per lead and the next month's actions. Where Google ads and social ads should be planned together around one offer, our digital marketing service covers both.

Hold off on paid ads if nobody can answer calls and messages promptly, if you do not yet have a clear offer, or if your page looks empty or out of date. Ads send people to look at you, so fix those basics first. And treat any promise of a set number of leads or customers with caution, including from us: results depend on your offer, your area and how quickly leads are followed up.

Questions people ask

Is boosting a post the same as running a lead campaign?

No. Boosting pushes an existing post to more people with limited settings, while a lead campaign in Ads Manager is built around collecting enquiries through a form, a chat or your website, with more control over audience and tracking.

Why do so many form leads not answer when we call?

Instant forms are quick to submit, so some people sign up casually or forget. Call quickly, add a qualifying question to the form, and consider Meta's higher-intent form option to reduce casual sign-ups.

Who should own the ad account if an agency runs our ads?

Your business should own the Facebook Page, the Instagram account and the ad account, and give the agency partner or user access. That way your data and campaign history stay with you if you change agencies.

How soon can we judge whether a new ad is working?

Give it several days without major edits so the delivery system can learn, then judge it on leads contacted and customers won rather than clicks. Very small budgets may need longer before a pattern shows.
